From Culture to Creative Power: Rep. Javi Benitez Backs Transformative Film Industry Roadmap

Negros Occidental Third District Representative Javier Miguel Benitez joined government and industry leaders at the launch of the Philippine Film Industry Roadmap, the country’s first long-term, data-driven plan to strengthen and globalize Filipino cinema, November 18. In his message, he emphasized that film is not just entertainment but memory, identity, and inspiration, affirming cinema’s role in shaping national culture and global perception. Rep. Benitez commended the FDCP under Chairman Joey Reyes, together with Olsberg SPI and cultural agencies, for delivering a roadmap that gives the sector clarity, direction, and ambition. He also recognized partners from government, major studios, networks, guilds, and the arts for working together toward a unified vision for the industry’s growth. As Chair of the House Special Committee on Creative Industries, he outlined five key commitments aligned with the roadmap: stronger film tourism incentives, global story development with the Filipino diaspora, support for co-productions, a skilled creative workforce, and the pursuit of an international-standard film studio in the Philippines. He stressed that progress requires whole-of-government and whole-of-industry collaboration. The Philippine Film Industry Roadmap outlines a comprehensive vision for the next decade, mapping the entire ecosystem from talent development and production capacity to global distribution, infrastructure, incentives, and market expansion. Developed by FDCP and Olsberg SPI, it identifies the industry’s strengths and gaps and provides clear targets to elevate Filipino cinema into a globally competitive creative force. *
