Rep. Javi Benitez Calls for Climate Justice, Urges Passage of Climate Accountability Act

Negros Occidental Third District Representative Javier Miguel Benitez has issued a commentary calling on global leaders to hold major polluters financially accountable, November 20. In the article, he stressed that the Philippines is responsible for less than 0.5% of global emissions and continues to face harsher droughts, stronger monsoon rains, and increasingly destructive typhoons that devastate vulnerable communities. He cited new research showing that emissions from just five top oil and gas companies between 2015 and 2025 are projected to cause over $5 trillion in global damages, far beyond what developing countries can bear alone. “Filipinos have paid enough. It is time the world’s biggest polluters do the same,” he wrote. He emphasized that the proposed Climate Accountability Act (CLIMA Bill), a first-of-its-kind measure in the Global South, would require fossil fuel giants that exceed emission thresholds to contribute to a reparations fund that directly supports climate-impacted Filipino communities. Rep. Benitez pointed to growing global momentum for climate accountability, from international court rulings and fossil fuel tax proposals to grassroots movements demanding justice. He urged fellow lawmakers to support the CLIMA Bill and called on world leaders to advance the polluters-pay principle at COP30 in Belém and in negotiations toward a U.N.
