Rep. Javi Benitez Underscores Skills and Trainings in Transforming “Progressive, Strong, & Independent Societies”

Negros Occidental Third District Representative Javier Miguel Benitez emphasized the critical role of skills development and technical training in nation-building as he joined the 2025 graduates of the Special Training for Employment Program (STEP) for Shielded Metal Arc Welding (SMAW) NCII on behalf of TESDA Director General Kiko Benitez, April 10. The program, led by the Technical Education and Skills Development Authority (TESDA) in partnership with St. Andre Training Institute and Assessment Center, Inc., Cadiz City, equips beneficiaries with practical skills aimed at improving employability and long-term economic stability. Rep. Benitez highlighted how grassroots training initiatives serve as a foundation for stronger communities. “Matahum ang programa sang gobyerno nga ginapangunahan sang TESDA bangud ang ini nga inisyatibo amo ang mga grassroot steps nga naga-transform sang aton nga komunidad pakadto sa isa ka mabakod nga sosyodad,” he said. He underscored that sustainable progress goes beyond immediate assistance, pointing to the need for long-term, self-sustaining solutions. Rep. Benitez also stressed that a skilled workforce is key to building empowered communities. With the evolving economy and the rise of flexible work opportunities, he noted the growing advantage of having multiple skill sets. “With the shape of our economy today, mas damu ka skills and trainings, mas advantageous,” he said. He encouraged graduates to continuously pursue learning and maximize opportunities made possible through their training. “Ang inyo training on Shielded Metal Arc Welding could be a beginning. Never stop learning new skills, so that your opportunities to improve your income will also widen,” he urged. The STEP SMAW NCII program forms part of ongoing government efforts to promote inclusive growth by empowering Filipinos through accessible, high-quality technical education and skills training. *
