Rep. Javi Benitez: Barangay Captains are “the solution” as Panaad Honors Grassroots Leaders

Third District Representative Javier Miguel Benitez underscored the crucial role of barangay officials in frontline governance, calling them not just responders but the solution during the Barangay Day celebration of the 30th Panaad sa Negros Festival, April 13. “Kamo ang ginatawag. Kamo ang ginatext. Kamo ang ginapanuktok sa alas dos sang kaagahon. Kamo mismo ang solusyon,” he said. Rep. Benitez emphasized how barangay leaders serve as the most immediate point of government response in communities and the weight of grassroots leadership in everyday governance. He also highlighted the indispensable nature of their role. “Indi kamo mga barangay captain lang. Kamo ang una nga nawong sang gobyerno nga makita sang isa ka Negrosanon kon nagakinahanglan siya sang bulig,” he added. The Representative noted that while national lawmaking is often associated with policy creation, barangay officials carry the burden of direct action, particularly during emergencies and community concerns. Rep. Benitez delivered his message during Barangay Day, which forms part of the official opening of the annual Panaad sa Negros celebration, honoring the 601 barangays in the Province of Negros Occidental as the foundation of local governance. *
